Blog Post 1: Mistakes were made...

The following is a true story, showing just how easily one can lose tens of thousands of dollars while attempting to open a PPEC. Exact names and dates have been withheld to protect the identity of the owner of this facility.


In 2019 a potential PPEC owner was looking to open a facility in the City of Lakeland. After working with a realtor to scout the perfect location, they settled on a two-story building near Lakeland Regional Hospital. Before committing to signing a lease, the potential owner checked with the zoning divisions of the City of Lakeland and Polk County, both of which approved the building for a Prescribed Pediatric Extended Care center (PPEC).


The potential owner requested a courtesy inspection from the City of Lakeland Fire Marshal. Both the potential PPEC owner and the realtor were present during this inspection, which revealed the need for specific improvements before the building was to be deemed fit for final inspection. With this information in hand, the potential owner negotiated a 7-year lease and paid several months of rent up-front to secure a better price per square foot.

 

What followed was an investment of approximately $170,000 dollars by the potential PPEC owner to bring improvements including a new fire alarm system, interior and exterior security cameras, brand new flooring, paint, and landscaping among various other refurbishments. After approximately 6 months of remodeling and improvements to the building the potential owner applied for and passed inspections from the city and county tax collectors, Department of Health, and all other local inspections... except for the Fire Marshall.

 

When the fire inspection application was sent in, it was immediately rejected on the grounds that “the building did not meet code”. A weeks-long back and forth ensued with the original fire marshal that did the courtesy inspection, culminating in the Fire Chief tacking on the additional requirement of a full-coverage fire sprinkler system, in addition to the other improvements already made. After consulting with several fire sprinkler companies, it was discovered that the only way to route water to the building was to build a major pipeline, crossing beneath an adjacent major highway.


This not only resulted in the price of the overall project skyrocketing, but it also created the need for permitting from the DOT, which would have taken up to a year. After almost $200,000 dollars invested and over 8 months of time lost, the potential PPEC owner had no choice but to negotiate a lease buyout and take a total loss on his investment.


This case is just one of the many similar incidents that have occurred over the past decade in the PPEC industry.
